DEFINITION
To respond to fire alarms, medical emergencies, hazardous materials, urban rescue and other calls to protect life and property; to participate in fire prevention and training; and to maintain the fire station and firefighting equipment.

Distinguishing Characteristics

Firefighter/Paramedic:  This is the advanced journey level class within the Firefighter series.  Employees within this class are distinguished from the Firefighter by the possession and maintenance of a state of Nevada Emergency Medical Technician-Paramedic certification.

Supervision Received and Exercised

Receives general supervision from higher level supervisory staff.

May exercise functional and technical supervision over lower level suppression staff.

EXAMPLE OF DUTIES
Essential Functions:

  1. Respond to fire alarms with assigned company; lay and connect hose; maintain pumping apparatus; hold nozzles and direct water streams; raise and climb ladders; ventilate burning structures; enter buildings to evacuate occupants.
  2. Operate all types of fire operation and rescue equipment including portable fire extinguishers, pike poles, hand lines, smoke ejectors, salvage covers, forcible entry tools, aerial ladder equipment and emergency medical equipment.
  3. Respond to emergency medical incidents such as auto accidents, gas system leaks and animals in distress; analyze patient needs and administer advance emergency medical until relieved by proper medical personnel; if a Firefighter/Paramedic, may direct the activities of staff when responding to medical emergencies.
  4. Preserve evidence at fire scenes.
  5. Participate in fire station housekeeping and regular floor watch detail.
  6. Perform search and rescue of individuals in hazardous environments including collapsed buildings, auto accidents, hazardous material spills and confined spaces.
  7. Attend special instruction in firefighting emergency medical techniques; perform drills with other engine company staff; become familiar with city layout, established response routes and hydrant system; prepare and maintain a variety of firefighting preplan drawings and schematics.
  8. Provide public information on fire prevention, CPR and career opportunities.
  9. Firefighter/Paramedic employees assist in the training of fire department personnel in emergency medical techniques and medical field activities; maintain inventory of drugs and controlled substances.

MINIMUM REQUIREMENTS

  • Must possess a current valid driver’s license on the date of application and maintenance thereafter.
  • Equivalent to graduation from high school. College level course work in fire science, fire administration or a related field is desirable.
  • Must meet current physical condition requirements on the date of appointment and maintain them thereafter as required by standard operating procedures.
  • Must have two (2) years of experience as a paid professional Firefighter.
  • Must possess a Firefighter 1 certification on the date of application.
  • Must possess a HazMat Awareness certification on the date of application.
  • Must possess a HazMat Operations certification on the date of application.
  • Must possess a current National Registry Paramedic certification OR a Nevada State Paramedic Certification thru May 2020 on the date of application and maintenance thereafter.
    • Any other current non-National Registry or non-Nevada State Paramedic Certification can be submitted via a reciprocity process to the SNHD (this does require a Fisdap certification test prior to protocol licensure test)
  • Must be licensed Paramedic for at least one (1) year.
  • Possession of an American Heart Association (AHA) or State equivalent CPR certification (BLS) valid thru May 2020 on the date of application.
  • Possession of an American Heart Association (AHA) or State equivalent Advanced Cardiac Life Support (ACLS) certification valid thru May 2020 on the date of application.
  • Possession of an American Heart Association (AHA) or State equivalent Pediatric Advanced Life Support (PALS) valid thru May 2020 on the date of application.
  • Possession of a Pre-Hospital Trauma Life Support (PHTLS) or Basic Trauma Life Support certification (BTLS) valid thru May 2020 on the date of application.

TYPE OF EXAMINATION: A civil service examination will be conducted in accordance with the Civil Service Rules of the city of Las Vegas. Qualified applicants will be invited to participate in an oral exam, weighted 100% for placement on an eligible list.

FINAL SELECTION PROCESS:  Final candidate selection will include list placement, hiring interview (if applicable) and complete background check. If you are in a reachable group on the list, you may be contacted for an interview and background review. The latter includes a computer check of criminal history and motor vehicle files of every state in which you have resided, scheduled for a suitability assessment and physical examination. Sensitive and/or confidential aspects of your personal life will be explored during these phases of the process. Some positions may require preliminary background checks.

COMPENSATION

  • Negotiated as part of the collective bargaining process.
  • Step (Merit) Increase – typically awarded on the anniversary date of hire, up to range maximum
  • Number of Steps:
    • Tier 1 – 10 steps
    • Tier 2 – 11 steps

BENEFITS

Uniform Allowance

  • The City initially provides employees with uniforms. Thereafter, uniform maintenance allowance is currently $375, which is paid quarterly.

Tool/Equipment Allowance

  • City provides required tools, equipment and personal protective equipment.

Retirement (PERS)

  • Eligible employees participate in the Public Employees’ Retirement System of Nevada (PERS).  PERS, a statewide defined benefit plan, calculates retirement benefits based on 2.5 percent (current percentage for employees hired 1/1/10 and after) for each year of service, applied to the employee’s highest consecutive 36-month average salary.  PERS also requires that employees share 50 percent of the PERS contribution, which is implemented by reducing the City’s salary ranges.  The highest consecutive 36-month average salary is increased commensurate with the salary range reductions required by PERS.

Deferred Compensation

  • The city offers a 457(b) Plan which is a government deferred compensation plan similar to a 401(k) plan. It offers both pre-tax and after-tax savings and investment options.

Medical, Dental and Vision Health Insurance

  • Health insurance is currently provided by Las Vegas Firefighters Health & Welfare Trust.  City currently contributes $500 per employee per pay period to the health and welfare trust. Insurance start dates and premium rates are determined by the trust.

Voluntary Life Insurance: Available for purchase.
Shift Differential: Available for some classifications.

VACATION (Hours/Year, for 56-hour personnel)

  • Year 1:  120 hours
  • Years 2-4: 192 hours

  • Maximum Accrual: 2 times accrual rate if hired after 7/1/13.
  • Sell-Back: Up to 10 shifts each year.

HOLIDAY

  • City provides 11 paid holidays plus a birthday holiday.

SICK LEAVE (for 56- hour personnel)

  • Sick Leave: 288 hours per year.
  • Maximum Accrual: 1920 hours; hired after 07/01/2013.
  • Sick Leave Bonus: Negotiated sick leave bonus available.
  • Payout at Separation: After 5 years of service, 50% of vested hours up to cap; after 20 years of service or more, 100% of vested hours up to cap.
