BASIC FUNCTION: |
Serves under general direction of the Fire Chief or his designee. Interprets and enforces the Fire and Life Safety Codes. Provides technical assistance and recommendations to the Planning and Zoning Commission, builders, and developers. Investigates fire cause and origin. Identifies criminal activities related to fire cause and/or arson, preserves evidence, works to apprehend suspects, and testifies in court. Oversees Community Safety and Public Education. Supervises assigned Fire Department staff. |

NATURE & SCOPE: |
- Oversees and supervises the daily functions and activities of the Fire Prevention and Community Safety Division.
- Critiques calls for ways to improve services and responses.
- Responds to emergency and non-emergency calls for service.
- Conducts risk analysis with available data and identifies information trends, target risks, gathers community input, and available resources, so that a risk profile and management solutions are developed.
- Identifies and prioritizes professional development needs within the division given jurisdictional requirements, so that professional development requirements are established.
- Attends Planning and Zoning Commission meetings as scheduled or required.
- Coordinates with city staff regarding plan review for development of site plans.
- Manages and monitors work performance by directing subordinate supervisors or administrators, evaluating program/work objectives and effectiveness, and realigning work and staffing assignments, as needed.
- Establishes a budget, given the available resources, so that roles and responsibilities of the Fire Prevention and Community Safety Division can be implemented within organizational goals and objectives.
- Has the ability to consolidate information and data from a variety of sources for short and long-term planning purposes; forecast staffing, capital, and budgetary needs to support the roles and responsibilities of the Fire Prevention and Community Safety Division.
- Establishes an organizational structure to include both existing and future staff positions. Establishes roles and responsibilities within the Fire Prevention and Community Safety Division that are consistent with the overall organizational structure. Maintains relationships and functions that meet the needs of stakeholders.
- Participates in policy development and implementation. Provides input and recommends changes to existing policy as necessary. Requires participatory management skills that support team efforts and quality process when interacting with others outside the City.
- Completes assigned special projects in area of expertise or as assigned.
- Administers all activities that are handled at the division level.
- Responds to requests and inquiries from the general public, other Department personnel, and other City Departments.
- Coordinates with Senior Staff to provide coverage during non-business hours.
- Completes administrative duties including but not limited to:
- Reviewing records and reports of all incident responses or investigations as necessary.
- Maintains and analyzes data, records, and documentation of all activities for assigned division.
- Approving recurring documentation such as timesheets for personnel and monthly reports.

- Exhibits the ability to provide effective leadership.
- Knowledge of Federal, State and City fire and life safety codes, ordinances, and regulations.
- Knowledge of administration and management of a municipal fire department.
- Knowledge of inspection, plan review and approval for commercial and multi-family buildings.
- Knowledge of enforcement, investigation, evidence preservation, court testimony practices, and procedures related to criminal arson activity.
- Knowledge of fire prevention and suppression procedures for a variety of fire, hazardous materials responses, emergency management systems, and rescue operations.
- Knowledge and skill associated with operating specialized communication equipment.
- Proficiency in the use of computers and related hardware and software for development and maintenance of safety inspections, annual reviews, and other documentation.

Required Education, Experience and Certifications:
- Bachelor’s Degree in Business Administration, Public Administration, Fire Science, Fire Protection, Emergency Management, or related degree and 8 years’ experience in a fire department to include one year in a supervisory role.
- Must possess the following certifications through the Texas Commission on Fire Protection (TCFP):
- TCFP Advanced Firefighter or higher
- TCFP Fire Instructor II or higher
- TCFP Fire Officer I or higher
- TCFP Advanced Fire Inspector or higher
- TCFP Arson Investigator
- TCFP Fire Officer IV*
- *Must be obtained within 2 years from hire and Pro-Board Fire Officer IV will satisfy the TCFP Fire Officer IV requirement.
- Must possess the following certification through the Texas Commission on Law Enforcement Standards and Education (TCLEOSE):
- Peace Officer license
- Must possess the following certifications through FEMA:
- Certified completion of NIMS 100, 200, 300, 400, 700, and 800.
Position requires applicant to pass a credit check and a Federal/National criminal background investigation. |
