MINIMUM QUALIFICATIONS AND TESTING INFORMATION

Minimum Requirements to be a part of the Civil Service testing:

  • An AA or AS degree from an accredited institution in fire science, building construction or related field and 2 years’ experience in the Fire or Building plans review process.

OR

  • High School Diploma or equivalent and three years of experience in the Fire or Building plans review process and/or Building or Fire inspection.

Civil Service Examination
The Civil Service test for this position will be a Training and Experience Questionnaire.

Training and Experience Questionnaire:
The Training and Experience Questions are a part of this online application.  You must submit your answers when you submit your online application.

CITY OF SPARKS JOB DESCRIPTION AND ESSENTIAL FUNCTIONS

Perform and coordinate complex work involving the review and examination of new construction, tenant improvements, fire alarm and sprinkler systems, high-piled combustible racking and site plans to ensure compliance with applicable codes, ordinances, standards, regulations, laws and approval conditions as related to fire protection and safety requirements.  Perform skilled inspection and enforcement activities related to the enforcement of fire, building, and related codes and ordinances during construction.

Review and analyze plans for fire protection systems including, but not limited to, fire alarm and sprinkler systems, commercial cooking suppression systems, paint booth suppression systems, to ensure compliance with applicable fire codes, laws, and regulations.

Attend plan review meetings and other development meetings as assigned by the Fire Marshal;  review and analyze construction and new development plans to ensure compliance with applicable fire codes, laws, and regulations, completeness and accuracy; ensure errors related to fire protection and safety are corrected and initiate appropriate action to enforce plan review code compliance.

Makes onsite inspections to resolve construction problems and answer questions related to fire protection and safety requirements; prepare correspondence to architects, engineers, contractors and others related to the correction of plans and engineering detail; coordinate the construction plans examination process with City departments.

Conduct inspection of commercial, industrial, and other facilities during construction to ensure compliance with fire, life safety, building and related codes and ordinances, apply codes and regulations and explain permit programs and compliance conditions for new construction.

Observe fire protection and detection system tests for compliance with applicable fire codes and national standards for new construction.

Confer with homeowners, builders, engineers and architects to give information and interpretation of fire codes and regulations; recommend necessary changes to obtain compliance with applicable codes and regulations.

Enter and update computerized data relating to building permits, plan review and related technical applications.  Maintain accurate inspection records; prepare correspondence, reports and other written materials.

Respond to citizen inquiries regarding the building permit process and applicable codes, ordinances, standards, regulations, laws and approval conditions as related to fire protection and safety requirements.

Prepare written materials including staff reports; assist in goals, objectives, and work program development in assigned functional areas.

Perform related duties and responsibilities as required and other duties which may be assigned.

EDUCATION AND EXPERIENCE:

  • An AA or AS degree from an accredited institution in fire science, building construction or related field and 2 years’ experience in the Fire or Building plans review process.

OR

  • High School Diploma or equivalent and three years of experience in the Fire or Building plans review process and/or Building or Fire inspection.

LICENSES AND CERTIFICATES:

  • Must possess and maintain the equivalent to a valid Nevada Class C driver’s license within thirty days of hire
  • Must possess and maintain an ICC Fire Plans Examiner, Fire Inspector, or Building Inspector certification within six (6) months of hire.
  • Must be able to possess an ICC Fire Plans Examiner certification within one year of employment

KNOWLEDGE OF:
Plans examination techniques and methods

Techniques, materials and practices related to structural design, fire prevention engineering, fire protection, detection, and suppression systems, and fire inspection practices

Techniques for dealing with the public in stressful situations

Applicable codes, regulations, laws and ordinances governing housing and building construction, rehabilitation and alteration, health and safety, and fire prevention

Basic computer applications related to the work

ABILITY TO:
Analyze and examine building and construction designs, specifications and plans as related to fire protection and life safety systems and reach sound conclusions

Apply basic engineering and architectural principles and techniques as related to the solution of fire safety in the design and construction of structures including basic fire sprinkler hydraulic calculations

Apply basic engineering principles and techniques as related to the solution of fire safety in the design of fire alarm and suppression systems

Apply complex codes and regulations

Perform thorough and accurate facility fire inspections for code enforcement purposes

Organize work, set priorities and exercise sound, independent judgment

Deal tactfully and effectively with the public, City staff, agencies, homeowners, builders, engineering and architectural firms, contractors, developers and others

Prepare clear, concise and accurate reports, correspondence and other written materials

Conduct technical business fire inspections

PHYSICAL DEMANDS:
Requires ability to work in a typical office setting and use of standard office equipment; requires mobility to inspect operations and activities at residential, commercial, business and construction sites

Must pass a detailed background investigation
Must pass a pre-placement drug screen
This position reports to the Fire Marshal
This is a Civil Service position and in Non-Exempt under FLSA guidelines
