DESCRIPTION
THE AGENCY
THE ALAMEDA COUNTY FIRE DEPARTMENT (ACFD) provides all-risk emergency services to the unincorporated areas of Alameda County (excluding Fairview), the cities of San Leandro, Dublin, Newark and Union City and Emeryville, the Lawrence Berkeley National Laboratory and the Lawrence Livermore National Laboratory. With 29 fire stations and 35 companies serving a population of 394,000, the ACFD serves densely populated urban areas, waterways, industrialized centers, extensive urban interface, agricultural and wildland regions. Over 400 personnel and 100 Reserve Firefighters provide a wide variety of services to an ever expanding, dynamic and diverse community of roughly 508 square miles. These services include:

The Alameda County Fire Department (ACFD) was formed on July 1, 1993 as a dependent special district with the Alameda County Board of Supervisors as its governing body. This consolidation brought together into a single jurisdiction the Castro Valley Fire Department, Eden Fire Department and County Fire Patrol (each a dependent special district under the Board of Supervisors).
Prior to 1993 Unincorporated Fire Protection:

Subsequently, the following communities have consolidated with the ACFD:
- July 1, 1995 City of San Leandro
- July 1, 1997 City of Dublin
- August 1, 2002 Lawrence Berkeley National Laboratory
- October 1, 2007 Lawrence Livermore National Laboratory
- January 20, 2008 Alameda County Regional Emergency Communications Center (ACRECC)
- May 1, 2010 City of Newark
- July 1, 2010 City of Union City
- July 1, 2012 City of Emeryville
The ACFD is also responsible for the administration and operation of the Alameda County Regional Emergency Communications Center (ACRECC). The dispatch center provides dispatch and regional communication center services for the ACFD, the Alameda County Emergency Medical Services Agency, Camp Parks Combat Support Training Center, and the cities of Alameda, Fremont, Livermore and Pleasanton. ACRECC is also the Dispatch/System Status Management Center for Paramedics Plus ambulance service.
THE POSITION
Under direction, to plan and conduct operational, financial and systems studies and analysis; to perform professional level budget analysis and development; to recommend and assist with the implementation of policy, procedure, system modifications, and computer programming; to assist with general administrative support; and perform related duties as required.
MINIMUM QUALIFICATIONS
Either I
Experience:
Two years of full time experience equivalent to or higher than the class of Financial Services Specialist I in the Alameda County classified service.
OR II
Education:
Possession of a Bachelor’s degree from a four-year accredited college or university (180 quarter units or 120 semester units) with major coursework in business or public administration, economics, financial planning or a field related to the work. (Masters degree desirable.)
AND
Experience:
The equivalent of three years of full-time professional level experience in independently providing complex financial planning or analysis and/or budget development and processing at a level equivalent to or higher than the County class of Financial Services Specialist I.
Licenses:
Specified positions may require possession of a valid California driver’s license.

KNOWLEDGE AND SKILLS

• Computer applications and programming, hardware and software related to the work.
• Budgetary and financial cost/expense tracking.
• Office administrative practices and procedures, including records management and the operation of standard office equipment.
• Alameda County Fire Department program deliveries.
• Applicable Federal, State and local regulations and guidelines.
Ability to:
• Plan, design and conduct sophisticated operational, management and related studies and analyses.
• Research, compile and summarize varied information, evaluate alternatives and reach sound conclusions.
• Analyze complex business data/problems and develop appropriate solutions.
• Utilize multiple computer software systems and applications.
• Interpret, explain and apply complex policies, regulations and procedures.
• Prepare clear and accurate reports, correspondence, procedures, policies and other written materials.
• Represent the department and the County in meetings with others.
• Organize and prioritize work and meet critical deadlines.
• Exercise sound independent judgment within established policies and guidelines.
• Direct and review the work of others on a project basis.
• Establish and maintain effective working relationships with those contacted in the course of the work.
EXAMINATION COMPONENTS
THE EXAMINATION WILL CONSIST OF the following steps:
1) A review of candidates’ applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process.
3) An oral interview which will be weighted as 100% of the candidate’s final examination score. The oral interview may contain situational exercises.
CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
