THE POSITION

Fire Protection Analyst

The City of Ontario, one of the fastest growing cities in the Inland Empire, is seeking an experienced, progressive, and service oriented person for this opportunity in the Fire Prevention Bureau of the Fire Department. This position performs highly advanced complex review of plans and specifications for fire suppression, fire detection, hazardous materials, and high pile storage to ensure that all new construction and tenant improvements meet fire and life safety code provisions; assists in the preparation and adoption of fire codes and fire prevention ordinances and standards; and supervises plan check and permit staff.

The Ontario Fire Department is a team committed to professional and compassionate public service. The Department responds to more than 15,000 calls per year serving and protecting a population well over 170,000 people, covering nearly 50 square miles. There are eight fire stations that house eight engine companies and two truck companies. The City of Ontario is in the process of developing 13 square miles in the Ontario Ranch area where the Fire Department will soon begin construction of Fire Station Nine.

Ontario is a full service department providing fire/rescue services; medical services through the department’s paramedic program; safety education; fire inspections; plan review; and various specialty teams such as SWAT medics, bomb squad, hazmat, and urban search and rescue.

The Fire Prevention Bureau is committed to Community Risk Reduction and is operated in a business-like manner, providing responsive customer-friendly service. The Bureau utilizes various databases in conjunction with other city departments to identify the most hazardous occupancies in the City. Periodic inspections are then conducted to ensure code compliance. The Bureau of Fire Prevention is responsible for developing and implementing programs and policies that prevent or reduce the magnitude of emergency occurrences, such as loss of life and property, or environmental damage.

EXAMPLES OF ESSENTIAL FUNCTIONS

The essential functions typically performed by the Fire Protection Analyst include the following:
  • Supervises and directs the activities of staff including employee selection, work assignments, performance evaluations, employee development, disciplinary action, and complaint resolution.
  • Develops and maintains the City’s fire protection analysis and chemical hazards program.
  • Performs fire safety analysis and makes recommendations regarding hazardous materials storage, high piled storage, spray booths, dust collection systems, conveyors, engineered systems (hood protection systems in restaurants, spray booths, computer rooms, etc.), and other highly complex systems.
  • Reviews, evaluates, and approves building plans and specifications, fire alarm systems and calculations, standpipe materials, and other possible hazards.
  • Interprets and provides technical advice and assistance relating to fire and building codes.
  • Provides technical advice and coordinates the City’s Hazardous Material Enforcement Program with the Certified Unified Program Agency (CUPA).
  • Inspects construction sites and existing buildings and facilities for conformance to codes and standards.
  • Assists with the technical training of code enforcement and fire suppression, fire protection, and inspection staff.
  • Conducts research and tests on materials and systems to evaluate their safety and application.
  • Performs special research and provides technical support in fire investigations.
  • Testifies as an expert witness in civil or criminal proceedings.
  • Investigates and makes recommendations to staff on requests for alternate materials or methods or variations in applicable regulations.
  • Performs legislative analysis on proposed municipal code revisions.
  • Confers with developers regarding prospective business development projects.
QUALIFICATION GUIDELINES

Applications will be reviewed in the order in which they are received to determine if the applicant possesses any combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. A typical combination includes:
EducationEquivalent to Bachelor’s degree from an accredited college or university with major coursework in fire protection, civil, chemical, or mechanical engineering, or construction engineering technology.

ExperienceThree years of increasingly responsible experience in fire protection systems analysis work.

CertificationCertified as a Fire Protection Specialist by the California Office of the State Fire Marshal or completion of certificate’s required courses which include: Fire Prevention 2A, Fire Prevention 2B, and Fire Prevention 2C  – OR – Certified as a Fire Inspector II by the California Office of the State Fire Marshal or completion of the certificate’s required courses which include: Fire Inspector 2A, Fire Inspector 2B, Fire Inspector 2C, and Fire Inspector 2D.

LicenseValid California Class C driver’s license and an acceptable driving record at the time of appointment and throughout employment.

DesirablePlan Examiner (Fire Prevention Officer III) certification issued by the Office of the State Fire Marshal or completion of Fire Prevention 3A – Hydraulic Sprinkler Calculations and 3B – Plan Checking.

Fire Plans Examiner certification by International Code Council (ICC) or equivalent organization. Fire Inspector II certification by the ICC or equivalent organization.
