ABOUT THE OHIO DEPARTMENT OF NATURAL RESOURCES:

The history of the Department of Natural Resources is rich and varied, beginning with its creation by the Ohio Legislature in 1949.

At that time, the department was charged with the responsibility of formulating and putting into execution a long term comprehensive plan and program for the development and wise use of the natural resources of the state, to the end that the health, happiness and wholesome enjoyment of life of the people of Ohio may be further encouraged.

A department of incredible diversity, ODNR owns and manages more than 590,000 acres of land including 75 state parks, 21 state forests, 134 state nature preserves, and 138 wildlife areas. The department also has jurisdiction over more than 120,000 acres of inland waters; 7,000 miles of streams; 481 miles of Ohio River; and 2-1/4 million acres of Lake Erie.

In addition, ODNR licenses all hunting, fishing, and watercraft in the state and is responsible for overseeing and permitting all mineral extraction, monitoring dam safety, managing water resources, coordinating the activity of Ohio’s 88 county soil and water conservation districts, mapping the state’s major geologic structures and mineral resources.

As an umbrella organization for such diverse interests, the department pulls all these activities into four fundamental mission components:

Resource management by sustained productivity of Ohio’s renewable natural resources, promoting the wise use of non-renewable natural resources, and protecting Ohio’s invaluable threatened and endangered natural resources. Economic development through job creation/expansion/retention, stimulating local economies, developing industry and tourism opportunities, and supporting the present and future economic health of the state. Recreation by providing leisure services and recreation opportunities for the public at all levels. Health and safety through fair and consistent law enforcement participating in regulatory matters and identifying and responding to environmental hazards.

RESPONSIBILITIES OF THE TELECOMMUNICATIONS OPERATOR 1 POSITION:
Operates statewide CAD (computer aided dispatch) console with statewide high band & 800 MHz radio system & data network; facilitates law enforcement & administrative communication; dispatches law enforcement personnel within ODNR & communications with outside agencies as directed by departmental personnel; serves as point of contact in emergency situations (e.g., monitors LEADS for incoming information, makes contact with appropriate personnel, transmits emergency determinations, receives & transmits all messages).

Operates radio &/or related equipment (e.g. teletype, telephone, LEADS in order to make inquiries, receive & send messages on teletype, provides documentation pertinent to law enforcement activities of ODNR (e.g., shreds/purges printouts from teletype, LEADS), operates & retrieves information from departmental databases (e.g,. Watercraft Information System, WildOhio Customer Relations Management System, Wildlife Arrest; Law Records Management System); provides intelligence updates to officers; provides weather & emergency broadcast information.

Receives, routes & assists public & other agencies with requests for information on telephone; directs phone inquiries to proper ODNR division or makes after hours contact with proper personnel.

Minimum Qualifications:
12 months training or 12 months experience in operation of Computer Aided Dispatch (CAD) software;

AND 6 months training or 6 months experience in 2-way radio & teletype communications & computer terminals in a public safety environment (e.g., law enforcement, fire services, medical services).

 

OR 3 courses or 12 months experience in telecommunications related to public safety;

AND 6 months training or 6 months experience in operation of 2-way radio & teletype communications & computer terminals in a public safety environment (e.g., law enforcement, fire services, medical services).

-Or equivalent of Minimum Class Qualifications For Employment noted above.

 

Applicant must successfully pass a Departmental criminal background investigation including fingerprint & polygraph.

Major Worker Characteristics:
Knowledge of LEADS, MARCS (Multi-Agency Radio Communication System)*, public relations*, human relations*; agency policies & procedures (radio room, emergency operations, etc.)*; government structure & process (law enforcement agencies)*; law (Ohio Revised Code relative to operations of radio communications center)*;

Skill in  typing, equipment operations (personal computer*; fax*; copier*; Dictaphone*; security cameras*; alarm systems*); operation of CAD console with 800 MHz radio system & data network;

Ability to interpret LEADS procedure manuals; calculate fractions, decimals & percentages; communicate verbally by radio to convey & receive information to meet customer’s need using basic English vocabulary; gather, collate & classify information about data, people or things; handle sensitive inquiries from & contacts with law enforcement, administrative staff & general public
