Job Summary: Reporting to the Assistant Chief or designee, this position is responsible for efficient and effective administration of a comprehensive Emergency Preparedness Program by coordinating all of the components and activities of the emergency preparedness with city departments and divisions, county, federal, and state agencies, and the general public. Includes developing, coordinating, and implementing emergency operations plans and operating procedures, analyzing and distributing information concerning natural and man-made emergencies and/or disasters, developing educational and community outreach strategies, and developing resource management procedures. Organizes, coordinates, and implements emergency management exercises, training programs, and teaches preparedness classes.
Supervisory Functions: Under the general direction of the Assistant Chief, provides direction and supervision to Emergency Management staff. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Essential Functions: Maintain operational readiness of the City’s Emergency Operations Center (EOC) and serve as EOC Manager during activations. Prepare situation reports. Facilitate after-action reviews, reports, and improvement plans.
Participate in weekly and monthly emergency management meetings, trainings, and exercises with local industry, volunteer organizations, and other local, county, and state agencies
Review, update and train with those departments that have responsibility in the City’s Emergency Operations Plan. Facilitate after-action reviews, reports, and improvement plans.
Work with other departments on local planned events in the area of emergency management planning. Facilitate after-action reviews, reports, and improvement plans.
Constant review and update of agreements with outside agencies.
Promote public awareness while working closely with the Communications Department.
Maintain records, data, and performance measures.
Assists in department supervisory and administrative activities as assigned.
Maintains individual professional development and promotes professional development processes for subordinates.
Serves as “essential personnel” and is required to remain available for immediate call-in due to any natural or manmade disaster, or any other event the Assistant Chief, Fire Chief, or City Administration deems necessary.
Contribute to team effort by performing other related duties as assigned.
Education, Experience, and Licenses:
Required:
High school diploma or equivalent and 60 college hours
Minimum five (5) years of emergency management experience
NIMS ICS to level 400
FEMA Professional Development Series completed
Valid, class “C” Texas Driver’s License
Required within 1 year of employment:
ICS 300 and 400 Instructor
Certified Emergency Manager or Texas Emergency Manager
0-305 All Hazards Incident Management Team Course
Preferred:
Bachelor’s degree
Critical Incident Stress Management (CISM) training or certification
Knowledge, Skills, and Abilities
Emergency Management concepts, knowledge of basic first aid procedures; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with co-workers; ability to relate to persons of varying socioeconomic and ethnic backgrounds; and ability to maintain appropriate necessary certifications.
City policies and procedures; Fair Labor Standards Act, City and State codes and ordinances, record retention laws for public safety agencies, and laws pertaining to public safety agencies; records management; database management.

Proficiency in MS Office software programs to facilitate the creation of plans, reports, spreadsheets, and presentations.
Proficiency in technical writing knowledge, skills, and abilities needed to develop plans, reports, presentations, and other EM related documents.
Software Program Experience: WebEOC, CAMEO-Aloha-Marplot, PEAC Software, Mapping Software, Emergency Notification Software.
Must demonstrate excellent oral and written communication skills.
Must have the ability to speak to large public meeting, present EM related information to Local, State, and regional EM practitioners.
Must be able to function calmly, effectively and decisively in emergency situations.
Ability to think analytically and apply sound judgment to solve problems and make effective decisions.
Ability to interpret and explain City emergency operations, policies, and procedures. Must be proficient in the use of computers, with all Microsoft Office applications
