Under close to general supervision of a Fire Lieutenant, a firefighter protects life and property through prevention and suppression of fires, rescuing persons from danger, emergency medical rescue, performing salvage, hazardous materials control, and mitigation and related follow up work.

A firefighter performs a variety of tasks requiring skill, proficiency, and specialized training. Work is usually performed under hazardous and adverse conditions. Activities require the use of sound judgment and ability to make decisions under stressful or emergency circumstances in accordance with accepted firefighting, emergency medical and fire prevention techniques, practices and procedures. Firefighters provide assistance to the citizens of the community to ensure the protection of life and property.

Duties require that work is done according to assignment, and that a significant amount of work time is involved in maintaining fire station and firefighting equipment.  Participation in in-service training programs, drills, and exercises is required. A firefighter will participate in specialized emergency medical training and related programs. Work performance is evaluated while in progress and based on observation of results and periodic written reports. Incumbents must be capable of functioning as an integral part of a work unit in order to ensure the safe and efficient performance of duties. Performs related work as required.

Individual(s) assigned to this classification must report to work per their assigned schedule.

 SPECIFIC DUTIES AND RESPONSIBILITIES:
ESSENTIAL JOB FUNCTIONS

Responds to emergencies with a fire company or rescue unit, and answers medical emergencies as part of an engine company as a basic life support unit, rescue unit, Marine unit or on an advanced life support unit.Removes, extracts, and rescues persons from danger, recognizes acute symptoms requiring immediate care, and assists in administering life saving rescue procedures to injured or afflicted persons.

Performs salvage operations including throwing salvage covers, sweeping water, removing debris, and placing smoke ejectors.Connects hoses to hydrants and pumps, joins hose sections and connects nozzles to hoses, enters burning buildings with or without hose lines, operates nozzles and sprays a stream of water, fog, or foam on fires.

Operates hand fire extinguishers and similar equipment in extinguishing fires; raises and climbs ladders; ventilates burning buildings to remove smoke and gases.

Makes daily inspections of apparatus and equipment and notifies supervisor of defects; performs cleaning and maintenance tasks in and about assigned station.

Aids in the mitigation of other emergencies, as directed by Supervisor.

Attends instruction sessions in firefighting methods, equipment operation, rescue procedures, hazardous materials mitigation, Emergency Medical Services, first responder water rescue, and related subjects, and participates in drills and classes in these and other areas.

Recognizes hazardous material situations; makes identification of unknown substances through the use of specialized testing equipment, sets up decontamination procedures, assists state agencies in the removal/disposal of hazardous material.

Thorough knowledge of all rules and regulations of the Fire Department, including General Orders, Special Orders, Administrative Regulations, Bulletins, Union Contract, S.O.G.’s, I.C.S. Rules and Regulations, E-mail memos, Personnel Instructions, Station Rules and all applicable protocols. Must have thorough knowledge of City of Cape Coral Rules pertaining to City employees.

Maintains equipment and apparatus in clean condition, washes and waxes vehicles, trailers, marine equipment, and washes ladders.

Selects appropriate hose, nozzle type, lays hose lines, and directs water or chemical agent onto fires as directed.
Performs Basic Life Support (BLS) and Advanced Life Support (ALS) according to training instructions and certifications.Learns street and fire hydrant locations; becomes familiar with area and its road and waterway networks.

Participates in fire prevention, public education, public information, and inspection activities as assigned.

Performs station housekeeping and ground keeping duties.

May drive and operate motor driven firefighting equipment.

Gives emergency first aid treatment to injured persons using the application of modern emergency medical techniques, sometimes involving specialized training including paramedical or emergency medical service protocols.

Compiles and maintains logs, forms, and reports of activities according to department guidelines and accepted record keeping practices.

Participates in pre-fire planning and other programs as assigned.

Participates in fire hydrant maintenance, testing, and mapping program as assigned.

Ventilates fires to release heat, smoke, and gases. Places salvage covers to prevent water damage, prevents fire from rekindling.

Performs other related duties as required.

 MINIMUM QUALIFICATIONS:
  • A High School Diploma or GED
  • A State of Florida Firefighter Certificate of Compliance – Firefighter II Certification
  • Meets physical ability requirements designated by the Cape Coral Fire Department
  • A valid State of Florida Emergency Medical Technician or Paramedic Certification
  • A valid State driver’s license, and obtain a valid Florida driver’s license within thirty (30) days of hire or promotion
 ADDITIONAL MINIMUM QUALIFICATIONS REQUIRED: KNOWLEDGE, SKILLS, AND ABILITIES:
Has thorough knowledge of emergency medical services, through basic or advanced life support.Has thorough knowledge of modern methods, principles, techniques, and practices of firefighting.

Has considerable knowledge of basic mechanical and operating principles involved in the operation and maintenance of firefighting equipment.Has considerable knowledge of the principles of firefighting ventilation.

Has considerable knowledge of occupational hazards of firefighting, and necessary safety precautions, i.e., blinding atmospheres, asphyxiating gases, explosive mixtures, falling walls, superheated air, weakened rafters, overloaded floors and infectious disease prevention, etc.
Is skilled in the efficient and effective use of safety devices, i.e., inhalators, safety belts, gloves, boots, helmets, coats, and self-contained breathing apparatus.
Is able to read and interpret a variety of maps, plans, and diagrams.
Is able to acquire considerable competence in operating a wide variety of mechanical devices, tools, and equipment used in combating fires.Is able to recognize operating faults and defects, and take initial precautionary measures.

Is able to perform detailed report and record maintenance duties.

Is able to evaluate dangerous conditions and adopt rapid and reasonable courses of action with due regard to surrounding hazards and circumstances.

Is free from substance abuse, mental disorders, etc. which may interfere with performance of essential job functions as described herein.

Is able to work prolonged periods of time in complex combinations of extreme weather conditions, extreme and sudden change of temperature, panic inducing atmospheres, blindness in unknown surroundings, and unnatural atmospheres.

Is able to successfully demonstrate swimming skills as per Department requirements.

Is able to understand and follow both oral and written instructions.

Employee must be able to work rotating shift assignments.

Has knowledge of various computer applications, i.e., word processors, spreadsheet programs, and databases.
